The AI Power Struggle: Where Does Sweden Fit in the Global Race?

Artificial Intelligence is today one of the most potent geopolitical forces shaping the 21st century. The global AI race is intensifying, and we are witnessing the emergence of three dominant blocs, each with its own philosophy, regulatory framework, and strategic vision.


As the United States, China, and the European Union position themselves at the forefront, I want to believe Sweden, the country I choose to work and grow my family, has a unique opportunity to play a critical role in defining the future of AI governance, innovation, and ethics.

When it comes to AI, the world today is divided at least in 3, not exactly equal parts, where the United States, with its thriving tech ecosystem, remains the dominant player, housing 73% of the world’s large language models and driving the most relevant AI-related private investment.


The U.S. approach prioritizes innovation over regulation, as seen in Vice President JD Vance’s warnings about excessive AI oversight potentially stifling growth. Meanwhile, the United Kingdom is aligning closely with this perspective, shifting its focus towards AI security rather than broader safety concerns, a move exemplified by Labour leader Sir Keir Starmer’s proposal to rename the AI Safety Institute as the AI Security Institute. This alignment between the U.S. and UK cements a vision of AI as a market-driven, minimally regulated sector that maximizes competitiveness on the global stage.


China, on the other hand, presents a stark contrast, advancing its AI capabilities through robust state-backed initiatives. The emergence of DeepSeek, a highly competitive AI chatbot, highlights the effectiveness of China’s strategy despite Western sanctions limiting its access to high-end AI chips.


We know that China’s model deeply integrates AI into its national security apparatus, ensuring innovation aligns with state priorities. However, this centralized approach poses challenges, particularly regarding its ability to foster the same level of dynamism seen in private-sector-driven markets.


Finally, the third block, the European Union, offers a third model, attempting to strike a balance between investment and regulation. The EU has recently unveiled a €200 billion AI investment initiative, including €50 billion allocated for AI gigafactories, reflecting its ambition to compete with the U.S. and China.


However, the AI Act and its regulatory framework have been criticized, with concerns that stringent oversight could hinder innovation. Europe is leveraging its regulatory influence—the "Brussels Effect"—to shape global AI norms, but whether this will be enough to keep it competitive remains to be seen.


During these days when these AI racing global conversations are around every newspaper, I've been reflecting on where Sweden stands... and all I could see is that it is at a crossroads.


I know... we have Spotify and Klarna, but we do not boast about AI giants like Google or Tencent, unlike the

U.S. or China. Instead, its strength lies in cutting-edge research, industrial AI applications, and an ethical approach to technology. But things seem to be moving in an auspicious direction; for example, recently, I've been following the conversation around the Wallenberg AI, Autonomous Systems, and Software Program (WASP) is Sweden's most prominent AI research initiative, which is backed by a significant 13.5 billion SEK (1.26 billion USD) investment. This initiative produces an AI PhD every week, fostering a wealth of expertise in our country. Yet, the real challenge that remains at the top of my mind is: how can Sweden convert this research prowess into global AI leadership?


As I mentioned in one of my previous articles, I believe Sweden has the opportunity to shape an alternative AI model—one rooted in ethics, transparency, and sustainability (things that we have been doing at its best on this side of the world for a long, long time...). Could a Nordic AI coalition establish Sweden as a leader in defining responsible AI governance, setting international standards for ethical AI, and prioritizing sustainability? I think so...


Leveraging AI to combat climate change, ensuring transparency in AI decision-making, and promoting democratic oversight of AI systems could distinguish Sweden’s approach from the market-driven U.S. model or the state-controlled Chinese approach.


However, translating research into real-world leadership requires commercializing AI innovations and ensuring Sweden retains its AI talent, which is becoming a clear challenge. The global demand for AI professionals has intensified, with AI-related job postings increasing by 61% in 2024. This surge has led to fierce competition among tech giants, making it increasingly difficult for smaller companies and countries like Sweden to attract and retain top AI talent.


In 2024, Sweden faced significant challenges in retaining AI talent, contributing to a notable talent drain in the sector. A report from the government's AI commission highlighted that Sweden and the broader European Union are lagging behind the United States and China in AI development. The report emphasized the urgent need for cohesive political leadership and substantial investments in AI research to bridge this gap.


To combat this talent shortage, AI Sweden has launched several initiatives to attract and nurture AI professionals. Programs such as "Eye for AI" and the "Young Talent Program" by AI Sweden are designed to develop homegrown expertise and make Sweden more appealing to international talent.


However, systemic issues persist. I have personally been in contact with and mentoring highly educated migrants who often face barriers to employment in their fields due to stringent language requirements and integration policies, leading to "brain waste" where skilled individuals are underemployed, just to give an example.


Additionally, what would be a great surprise for many people, according to reports like the one published by INTERFACE-EU.ORG, is that a significant gender gap exists within Sweden's AI workforce. Women constitute only 22.4% of AI professionals in the country, highlighting the need for targeted efforts to promote diversity and inclusion in the sector.


It is clear that while Sweden is actively implementing programs to address the AI talent drain, challenges such as global competition, integration barriers for migrants, and gender disparities continue to impede the progress it could be able to drive with its full potential. I believe addressing these issues is crucial for Sweden to strengthen its position in the global AI landscape.


Big companies in Sweden are already effectively integrating AI, but more needs to be done to foster AI startups and attract investment. A national AI strategy focused on retaining top talent, supporting AI-focused venture capital, and investing in AI infrastructure would be very welcomed in maintaining Sweden’s competitive edge. I'm looking forward to it in the coming years.


I hope it is becoming clear to our leaders that the AI race is no longer just about technological breakthroughs but defining who sets the rules of AI governance.


While the U.S. and China compete for dominance and the EU refines its regulatory frameworks, I hope Sweden will catch the rare opportunity to lead with human-centric AI. This leadership, however, will not emerge by default—it requires deliberate policies, collaboration between industry and government, and a bold vision for the future.
